After describing the intervention, the criteria listed (expected health benefits/harm for the population, the impact on autonomy and equity, and the expected efficiency) require further specification for the intervention at hand. The relevance of each one of these criteria needs to be clarified
Evaluation of the Public Health Intervention. In step three we must evaluate the public health intervention based on each of the five normative criteria.
Synthesis: Overall Evaluation of the Public Health Intervention. This step simply means that we need to balance and integrate the five evaluations of step three to arrive at an overall evaluation of the public health intervention.
Generating Recommendations. In step five, recommendations need to be developed for the implementation of the public health intervention.
Monitoring. This step requires monitoring and re-evaluating the ethical implications are adequate and whether or not there are new ethical issues
