Greater Toronto Area (GTA) dominates the rest of Canada in terms of high volume of transportation but at the same time the region is facing serious problems in its transportation sector. Toronto Pearson Airport underwent a $4.4 billion on the redevelopment of its Terminal 1 alone built by the not for profit airport authority, while on the other hand TTC buses have long past their normal life expectancy on the streets (Keil, & Young, 2005). The city of Toronto is also known as the region that is very well served by the Toronto Transit Commission with limited resources and funds. According to Roger Keil and Douglas Young in their article “Transportation: the bottleneck of regional competitiveness in Toronto” almost 1.3 million people use TTC
