Transformational theory is best for the healthcare system because it emphasizes the point of staff work better when they have a common mission. The common mission for the director is to take on the complaints that the department of health is getting and making sure that they are addressed. The leader must address the complaints one at a time and come up with ways the bring about change. Once the complaints have been addressed, then the director can set goals to be achieved.
