A total of 19.11% or 18,273 of which are road accidents, mostly from motorcycles and buses, in Metro Manila. According to MMDA (2013), 287 buses are involved in Metro Manila accidents. This can be positively correlated to the unacceptable behavior of some drivers. The Bus (Yellow) Lane Policy or also known as Memorandum Circular No. 08, series of 2012, was implemented by former MMDA Chairman, Atty. Francis Tolentino. "Tolentino said the implementation of the buses lanes is necessary to promote a more orderly flow of traffic along EDSA and reduce the number of fatal accidents involving buses" (GMA, 2012). They stressed out that the bus drivers and their aspiring and departing passengers are the main cause of all the delay and congestion they themselves are experiencing. In effort to control the flow of vehicles, all bus operators and drivers operating in Metro Manila should strictly follow roads/policies of the agency on EDSA, banning buses from flyovers and tunnels, and strictly enforce the yellow-lanes
