The traditional initiatives for minimizing wastes of materials in construction focus on avoiding and reducing the waste of materials, and the hazardous and dangerous materials and products used to be disposed (Tom 2012). Traditional initiatives operate completely depending on priority in the Waste Management Hierarchy. Pittwater council (2009) had given a flow-process diagram to result in minimizing waste of materials in construction and Tom (2012) followed and provided detail processes. Primarily, one of the most significant methods to avoid wasting is ordered as precisely as possible the number of materials needed in construction. Compared with the difference of inclusions of organic materials, the strategies and legislation of different states affected the recycle rate much more significantly. For VIC, WA, SA and ACT, they have strategies similar or same as ‘Zero Waste Policy’ mode.
