My research into poor management in a specific law enforcement government agency identified why it exists and now I will discuss why it seems to be okay and the norm. The fact is it is human nature to have both the bad apples and good apples in any organization. Allow me to go back Abrahams Maslow Theory in which I mentioned earlier; people must fall into one of the hierarchical stages. To move to another levels/stages one must be met to move forward to the next level. The down side with this is that some people fail to get their needs met; for whatever reason people lose focus and get stuck at a level of personal leadership development and unable to move forward.
