In 1873, Hisashige Tanaka was hired to create telegraphic equipment by Tokyo's government, the Ministry of Engineering. At that moment, the Ministry of Engineering was accountable for marketing Japanese modernization. By 1875, there was an increase in demand from the Tokyo government which led Hisashige Tanaka to build a factory which he named Tanaka Engineering Works ("Toshiba : History," n.d.).
In 1890, a company named Hakunetsu-sha Co., Ltd. was founded by Ichisuke Fujioka to produce light bulbs.
