However, at the law enforcement agency level, most state and law enforcement officers, including the Baltimore Chief of Police, do not have the proper clearance to see/handle classified material (Carter, 2009, 326). With the incorporation of the Information Sharing Environment Implementation Plan, the sharing of information regarding terrorism should be disseminated as needed to the appropriate levels (Carter, 2009, 48). The Baltimore Police Department will reference this national measure since it is appropriate for this possible terrorist attack in Baltimore, as it calls for state, local, and tribal entities to have access to timely, credible, and actionable information and intelligence about any intentions of a terrorist attack within the United States (Carter, 2009, 49). Even with such a plan in place, another roadblock that keeps the Baltimore Police Department from accessing necessary information is database access and security. Different agencies at the federal, state, and local levels all have access to different databases, which may provide different or even conflicting information.
