As the Chief of Police for Baltimore, the fact that a Top Secret intelligence report exists which revealed a potential dirty bomb attack by a Middle East-based terrorist in the Baltimore in the next 48 hours is extremely troubling. Since this area serves as a piece of critical infrastructure to the city of Baltimore and it a major tourist area, the effects of a successful dirty bomb attack would be catastrophic. Without the proper security clearance to access the details of the report, the Baltimore Police Department must coordinate with agencies that maintain the proper security clearances and jurisdictional authorities in Baltimore. With the incorporation of the Information Sharing Environment Implementation Plan, the sharing of information regarding terrorism should be disseminated as needed to the appropriate levels (Carter, 2009, 48). The Baltimore Police Department will reference this national measure since it is appropriate for this possible terrorist attack in Baltimore, as it calls for state, local, and tribal entities to have access to timely, credible, and actionable information and intelligence about any intentions of a terrorist attack within the United States (Carter, 2009, 49). Even with such a plan in place, another roadblock that keeps the Baltimore Police Department from accessing necessary information is database access and security. Different agencies at the federal, state, and local levels all have access to different databases, which may provide different or even conflicting information.
