Higher education has definitely changed over the years. Once upon a time not long ago students were able to enroll in any state college or university of his or her choice due to open enrollment. Take into account the students that attend competitive schools vs students that attend noncompetitive schools. Students that attend competitive schools have access to higher education vs students that attend noncompetitive schools. Wealthy parents can easily move their child into the noncompetitive school districts so that their child now has less competition therefore, has a higher chance getting into the top ten percent category.
