TOKI (State Housing Administration) is the biggest governmental construction company in Turkey. Toki meets 5-10% of housing needs of Turkey, has been built 634,359 houses, 978 schools, 14 universities, 986 sport complexes additionally 2,000 financially significant projects. Toki has been made 5.297 tenders and all these tenders worth 67.2 billion TL. In 2002, Toki’s process has been changed radically; the number of constructed houses was only 43.000 since 1984. In 2002, Recep Tayyip Erdoğan was the prime minister and he made Toki affiliated with the Prime Ministry, also he transferred the Urban Land Office under Toki.
