TOKI (State Housing Administration) is the biggest governmental construction company in Turkey. Toki meets 5-10% of housing needs of Turkey, has been built 634,359 houses, 978 schools, 14 universities, 986 sport complexes additionally 2,000 financially significant projects. Toki has been made 5.297 tenders and all these tenders worth 67.2 billion TL. In 2002, Toki’s process has been changed radically; the number of constructed houses was only 43.000 since 1984. Toki has the power of controlling all public lands; they are earning money by selling these valuable lands. According to Oda TV a media group, Toki started to sell valuable lands to the government followers with a very less price, by this way Toki and government followers gain 6.5 billion liras. This unethical and irresponsible behaviour caused losing 6.5 billion liras from state’s money. For example, Toki’s Atasehir project is one of the biggest robberies. An expert company appreciated 109.1 million liras for the project land in 2002; 9 months after an other expert company, which is founded by Toki, appreciated only 57.9 million liras. Now, Toki is more powerful than laws, prohibition and restrictions, however powerful institutions can create awareness about Toki’s behaviour against environment and provisions of law also starts to work for Toki. Toki’s unethical behaviour against communities may end up with more systematic public relations office by this way Toki may get to the root of the problems and start to try these problems solve.
