This rain tax has been a controversial proposal since it was proposed on April 2013 by Governor Martin O’Malley. The tax’s purpose is to require local governments to charge a storm-water remediation fee to pay for removing pollutants from rainwater before it reaches the Chesapeake Bay. This is a failed market that attempts to reach equitable status, but by doing so loses efficiency; thus resulting in an instant market failure. In order to benefit the less fortunate, the government will then issue rent control legislations, usually seen through maximums on the rent price. This legislation, however greatly it benefits the consumer, is inefficient and may hurt the business of the supplier. Professor Adomait affirms that “this has the very bad result of driving owners of rental housing out of business”. Once we drive suppliers away from the market, supply will drop, and a surplus of demands will increase.…

There is much debate whether this is an effective method to stimulate economic growth, or just another loophole corporation’s use to increase their bottom line and avoid paying taxes on their earned revenue. Proponents of tax breaks and incentives argue that it is an effective use of tax payer money to create new jobs and promote growth to an area. They contend that businesses have a choice of where they will locate, and that governments should offer incentives to entice a company to locate within their region. They contend that the long term economic benefits to their area will out way the…

Continuing business from October’s meeting, councilmember Dale Reynolds requested that a special meeting be held in the interest of homelessness in the city. Having that meeting in the Multi-purpose Room with department heads from city agencies, two council members met on Wednesday to put their heads together to implement a way, to solve the ever growing problem. “Homeless people, whether they have mental illnesses or drug addictions, or a combination of both, still need to be treated with respect and dignity,” Reynolds said. “We need to help these people, not sweep them under the rug, or put them on buses and ship them out of town.…

Equally, I believe that gentrification needs to be better regulated by the government. The way the government controls it currently takes away all the power from the residents. The inhabitants are the ones who put them in office and then the government does them a disservice. In the documentary (2012), even when the community members went to town halls, protested, offered alternatives and pleaded the administration went ahead with the development anyway. At the meeting one government official even said that the displaced business was "not of substantial economic benefit to the city" but what is really the definition of economic benefit.…

Personally, I believe that these laws are infuriating, as they only worsen the overall issue of homeless. There is no remote attempt made to end homelessness, if anything, it elongates the time a person will stay homeless. For example, say a homeless person named Bob decided to sleep on a public bench because there is no extra room available at the local shelter. If spotted, he would have to pay a fine. But, he has no money, in which case he will be arrested.…
