In my opinion you can never know when an attack will come you just have to ready and have yours security trained and always alert because you never know if somebody is going to attempt to attack a federal building. We know McVeigh picked Oklahoma City because of how easy it was to get to and leave and McVeigh lived close to the location making it easy to transport the explosives. As an investigator that is the first thing I would look at is all the federal location and looking at how easy it would be to get there and leave if an attack was attempted. As investigators we have to be in the mindset if I was terrorist how would I pull an attack off.
The big question you have to ask yourself how McVeigh obtained all the material to make the bomb. According to the reading McVeigh had found book on the material he would need to make a bomb.
