Snow and his co author agrees that the roles that strains play is from people getting unfair treatment. The movements come from pissed off people about their equal rights. Failure to provide aid for these problems increasing strain develops. Tilly believed collective grievances wasn't enough and failure of social services lead to increased protest activity due to atomic strain. Tilly believes we the people are more responsible for the the strains because we are responsible for how we reaction to our difficulties that are thrown at us. Tilly believes in the disintegration thesis, which holds that disruptive social changes loosen the threads of social constraint, thus weakening the social fabric and rendering citizens vulnerable to the appeals
