The Two Way Texas Utilizes The TC Modality and Their Effectiveness
Therapeutic communities have been utilized in the criminal justice system, as the primary form of substance abuse treatment, for decades. The state of Texas utilizes two different forms of TC’s; SAFP and IPTC. Both are modeled after a traditional TC, however, they serve two distinct clienteles. IPTC and SAFP. Although they all utilize the TC model they target different populations. The first TC program was implemented in Texas in the early 1990’s at the state prison in Kyle, TX. It was at the Kyle facility where the program was segregated from other populations and aftercare was mandated for over a year post-release which provided evidence that aftercare would indeed maximize TC’s efficacy (Canode, 2007). Shortly thereafter “the 75th Texas legislature charged the Texas Department of Criminal Justice (TDCJ) with the development of a rehabilitation tier of programs designed to integrate treatment services to rehabilitate offenders and be accountable for reducing recidivism” (Fabelo, Tony Ph.D., 1998). It is a model in which participants receive 24-hour, 7 day-a-week intervention for not only substance abuse issues but their behavioral and thinning processes. It relies heavily on participant involvement, which allows the clients to become empowered and hopefully change the direction their lives have taken. Texas has instituted a multi-tiered approach mandating that participants continue treatment post-release. Although the efficacy of the programs is strong, the defining aspect of efficacy lies within the participant. This is a variable that no governing entity can manage. With that said, the proof is in the evidence. TC is a productive model and all programs both in the prison setting and aftercare should be expanded to provide participants with proper
