For the RWJ-IOM recommendations to occur, one must not fail to remember the importance of theory development and evidence based practice. A theory is a method we use to give us understanding. It provides concepts to name what we observe and to explain relationships between concepts. Theory allows us to explain what we see and to figure out how to bring about change. It is a tool that enables us to identify a problem and to plan a means for altering the situation. The importance of theory development and evidence based practice is an imperative phase for the key recommendations to take place (ufl.edu, 2017).
