Steven advised the W/M had selected 3 items of merchandise from the store sales floor valued at $419.50. The W/M loaded the items into a shopping cart and proceeded past all points of purchase without making any attempts to pay for the merchandise. While in the loss prevention office, I was informed by Steven the Ford F-250 truck and the W/M were back at the store. Officer D. Peal responded to the store and detained the W/M while he was in the store.
I made contact with the W/M, who was identified by his Florida driver’s license as Justin William Grogan. Justin was read Miranda from an agency issued card and verbally acknowledged he understood his rights. Justin admitted it was him in the store but denied stealing anything. He advised he had brought the merchandise in the store with him. I advised him the theft was on video and he advised he did not think I actually had video of it. Justin advised the Ford F-250 truck belonged to him.
An NCIC / FCIC check was conducted, which revealed Justin to be on active felony probation for robbery gun or deadly weapon. The Florid Department of Corrections emergency action center was contacted and Justin’s felony probation was confirmed to be active. Justin was charged with retail theft (grand) and violation of felony probation. The Ford F-250 pickup truck he used to commit the grand theft was seized. A tow truck was requested off of rotation and Pasco Towing responded to the scene. Justin was provided with a PRPD notice of impound and a notice of seizure. He refused to sign the notice of seizure. The Ford was transported to PRPD by Pasco Towing and placed in the PRPD
