The local councils of cities and provinces in cooperation with the Association of Engineers and universities and the competent committees might have financial and executive sufficient powers to establish general recommendations for comprehensive programs; to be able to create a strong local environmental architecture by taking into account the various aspects of environmental conservation, and implementation issues. The challenge is to make room for adaptive change with new thinking on conservation in order to achieve the purpose of the operation of the building and to accommodate climate change.
