They are effective as they highlight major concerns and key aspects that are the cause of accidents. Furthermore, it explains what is and is not acceptable as distractions to the driver and states the consequences and the environment that it is applied under. Although the legislation is clear and explains what you can and cannot do, it is ineffective as it has some lenience with what is considered a distraction. It only points out television display units and mobile phones and leaves out the other major distractions such as eating, smoking, and other general activities; that involve your attention to be diverted form the road. One of the biggest flaws in the legislation is that Bluetooth communication is still allowed.
