The second part is saying that the Smokies were terrified of the faces that their fellow peers had on their faces. Tally thought they were going to carry along and not care that Special Circumstances had came and invaded because sooner or later Special Circumstances were going to have to come for someone that is know in the Smoke and be brought back to New Pretty Town for the operation. Tally had mentioned that most of the people have never seen a cruel pretty and that was mostly why all were shocked not because of Tally but the pretties being so cruel.
