For Troy, the fence can symbolize the things he wants to keep out and the things he barriers himself from. Troy separating things from himself and keeping things he wants out is shown in dialogue we get between Troy and Cory after they were fighting:
Cory: "Tell Mama I'll be back for my things."
Troy: "They'll be on the other side of that fence." (Wilson 1423)
Troy is trying to create a dividing line between him and his son. And the fence acts as an actual, physical barrier to symbolize this. So, in the end, Troy is trying to place a barrier between his son metaphorically and literally by having the physical fence separating the both of them from being father and son.
