I have always believe the government implements demanding regulations because they benefit the hight strata people. Degrew(2013) confirmed my belief the one percent get the high earnings that come out from the cut off of welfare services, such as SNAP. I also have previously thought the system has invented their own ideologies and concepts about social distribution because it leads to social inequality. That is why there are more people that cannot depend on the system that those who can. This is a good strategy of the goverment.
