The process through which the United States engages in State building, is rooted in the interplay of state formation and empire building that the US underwent, following its independence, as it expanded westwards; US led state formation and attempts at democracy building can therefore be understood as a continuation of American imperial goals.

In this paper, we will explore the connection between the roles that the US attempts to plays internationally, developing democratic institutions and stimulating economic development, and the historic development of the US, taking into account the roles that nation building and empire building took in that development. To establish the case that the role that the US attempts to play is a positive one, we will first look at The State Partnership Program as an example of what some deem to be a positive model of US led democratization. Following this, we will attempt to demonstrate the short comings of this model, and using the conceptual framework of nation building and empire building, will demonstrate that this model fits with the historic development of the US. Under SPP, State National Guards provide training to the militaries of the partner nation. While SPP originally involved only direct military to military support, but grew to also include some Civilian support as well, however, unlike the military training which is fully funded by the federal government, whatever civilian support is provided is funded by the participating state government.
