In this time period the Boyar expanded slightly due to its increase in members. They instituted a group referred to as “okol’nichii”, which were the junior boyars under the first Boyars. Princes from all over were moving to Moscow in order to take part in this assemblage, mostly untitled. Even though the prince of Moscow could chose anyone to participate in the political gatherings he would mostly chose from the upper class aristocrats. The patriarchs of the family were opted to be picked for a seat in the Duma, but they weren’t always. The lineage of the families was extremely important to The State and they kept a family tree of each aristocratic family in order to keep the Duma pure. In the past if their father or brother had served a higher ranking than their heir could not serve a position lower than their predecessor. This led to the first major problem in the Duma. The Duma itself was ineffective as a whole due to the aristocratic ties that date back to the thirteenth century. If they had elected competent and capable representatives instead of allowing the Duma to be run by the upper class they might have dismissed the tsar earlier and the Russian lower and middle class wouldn’t have been oppressed for as long. The tsar and prime minister stood in the way of elections and had molded them to fit their beliefs, which put a halt on the advancement of their society.
