Chronic Absenteeeism In Schools: A Case Study

According to the Connecticut State Department of Education (CSDE) (CSDE, 2013-2015), a student is considered chronically absent when the number of absences is 10% or greater of the total number of days enrolled in the school year. Pre-Kindergarten students are excluded.
As reviewed from the Connecticut State Department of Education School Profile and Performance Reports, East Windsor School District had 1, 216 students enrolled in their PK-12 grade range. Demographics are reported to be diverse and female to male ratios are fairly equal. Chronic Absenteeism is noted as a district at a count of 125 students, a rate of 10.9%, which is just slightly above the rate of 10.8% for the state of Connecticut. Suspension and expulsion falls at 10.9%,

An important part of this process is to determine how to reduce the chronic absenteeism rate for Black or African Americans, Hispanic or Latino and Students with Disabilities population. To delve in deeper the district must consider if there are specific reasons why white children have a lower chronic absenteeism rate, than those of other races or children with disabilities. The district must ask if plans can be put in place to help overcome the chronic absenteeism rates of a specific population within the school district. The district must question the reasons for absenteeism within the district in general, and within each individual group. East Windsor has used the Attendance Works website to guide their response to this district challenge. Attendance works (Attendance Works website, n.d.) is a national and state initiative that promotes better policy and practice around school attendance. This website offers best practice as well as the latest research on chronic absenteeism.
As noted in The Importance of Being in School (Balfanz, R., & Byrnes, V., 2012), students miss school for different reasons. Many students cannot attend school due to illness or family responsibilities. Some students may choose to skip school to avoid bullying or other safety issues. The action steps are designed for all parties involved to understand how many days of school a student has missed while working to keep children in school as much as possible. This allows the school district the ability to track attendance records while allowing students and parents to know what is expected and where they stand.
East Windsor School district has these specific procedures that must be followed to combat absenteeism and Broad Brook Elementary School has begun to develop their own parent engagement platform which will, in turn, reduce student absences according to scholars (CSDE,
