This aid to Dependent Children was written by Grace Abbott and Katherine Lenroot, directors of the U.S Children’s Bureau in the Department of Labor stating that federal government would provide one- third of the costs in the program which would offer aid to women living in poverty without a husband which is considered a breadwinner, while caring for their children; this assuming that the poor parent would be a female during this time period.
