In Canada, the social policy to support families has not been developed enough to provide constant focus services and supports. Families are perceived as being private and responsible for their own well being. There is much deliberation on how much involvement is acceptable regarding family affairs, such as how to raise children, care of the elderly. Federal and provincial government policies don’t have constant standards. A change in government can result in new policies being removed, even if they are beneficial to the families.

When services become government responsibilities, voluntary sectors usually change their mandate. For example, from providing food, shelter, clothing to preventative and supportive services. Voluntary sectors have an important role in filling the gaps where the government doesn’t provide or has very little support.
The service delivery system in Canada has formed in two different ways, strengths and deficits. Currently the deficit approach being the most predominant. Eligibility for services are required prior to service and limiting it to the identified person and not others that may be affected. Strengths-based approach recognizes that the complexity of families and their multi-responsibilities and their need for support programs.
Strengths and assets-based perspective values each individual 's ability to contribute to family, community, and society so that those who presently cannot are able to help others in the future.
