Risks are always present whenever a decision is made especially in a matter of homeland security. Risk is defined as exposure of someone or something to danger, harm, or loss (Oxford University Press, 2016). Homeland security enterprise is the combination of federal, state, local, tribal, territorial, nongovernmental, private sector agencies, and communities that are working together as well as share a common national goal in safety and security of the nation and its people (Bullock, Haddow, & Coppola, 2013, p. 3). The 2010 Quadrennial Homeland Security Report indicated there are three key concepts serving as a foundation for a comprehensive approach to homeland security and they are security, resilience, and customs and exchange (Homeland Security, 2010, p. 14).
