The Second Confiscation and Militia Act of 1862 was the first step toward the enlistment of African Americans (History). President Lincoln authorizes to employ the black soldiers who were willing to serve to help end the war. Due to racism the Union Army was reluctant to use African American soldiers. The African American soldiers faced some many problems. They received lower pay and instead of combat were assigned to labor.
