A cookie cutter approach will not work and cannot be stressed enough. Most federal and state education policies force rural areas to operate the same as urban areas. Various policies put rural schools at a disadvantage. These policies include: teacher certification and evaluation schemes, reporting requirements, funding formulas, grants, and compliance policies. Teachers and parents who live in these areas are dealing with unique problems. Their input is the most important concerning the implementation of new experimental programs. The Senate and House continually defer bills concerning accountability programs for schools because on time graduate percentages vary on a state by state basis. Standardized testing is the generalized solution that is currently in place. If the federal government wants to see better test scores across the board for the State of Nevada, education reforms need to happen semiannually until the desired test score percentages are achieved. Once these variables are established a budget can bet set into place according to the country. There will also be a sub variable set into place for rural areas to have a slightly higher budget per-pupil because of the possible lack of supplies.
