Youth offending team is a multi agency team which coordinates with local authorities. The main role of this team is to handle young offenders, set ups community services, reparation of plans and to prevent youth recidivism and incarceration. This team follows Crime and Disorder Act 1998 for minimizing the risk of offending and re-offending by youth. On the other hand, young offenders are refers as those youths who has convicted for criminal offence (Jackson and et.al., 2012).

It includes disorganised groups who have chaotic and exhibit herd behaviour. Some people suggest that riots are not irrational, these occurred due to inverted social norms. In present era, the understanding of the rioters have improved and they create riots after proper knowing the situations. Along with this, they have proper knowledge of the tactics used by police in conditions of riots. On the other hand, there are various documents and manuals are available on internet which helps young people in successful functioning of riots. With the help of these manuals, youth like to involve press, different media for safety and attention (FitzGerald and Hale, 2013).
Types of riots
There are different types of riots which are explained below:
* Prison riots: It is a kind of riot caused by the prisoners against the prison administrators, officers, rules and regulations, other groups of prisoners, etc. This riot is generally done to express grievance and force change (Stevenson, 2014).
* Race Riot: The focus of rioters in this form of riot is on the race and ethnicity. The mob action is taken by the people having majority of racial groups against the individuals of perceived races or ethnicity.
