Next is the stage in which portfolios are put together and information is collected about the refugee in question in preparation for the security background screening, which is conducted by Homeland Security. The state department then reviews the information presented and conducts a live interview with the person to either approve or reject their candidacy for the program. These include several religious organizations, such as the Church World Service, Episcopal Migration Ministries, Hebrew Immigrant Aid, and the Lutheran Immigration and refugee service. Likewise, there are several other non-profit actors involved without religious affiliation, such as the International Rescue Committee, US Committee for Refugees and Immigrants, and the World Relief organization.
