I believe Congressional system should be based on a balance combination of a trustee and delegate relationship. While a congressman portrays the role of a trustee they are trusted to make a decision based not only on the will of the constituents but also based on his moral judgement on the decision placed before them. As a well-experienced and educated member on domestic/foreign issues there is a certain level of understanding and comprehension of various issues the Congressmen is informed that their constituents don’t have that information therefore for certain cases it is for the greater good for the people they represent that his decisions be dictated based on their judgement. For example, having universal healthcare is a popular opinion
