During the Soviet period, the highest level in the organized crime group were made of the Communist Party and state officials who manipulated their positions of power and authority. To get a secure lifestyle they would have to rise through the levels of the Communist party. As well as, there was no official ownership to private property, stocks, shares, or real estate. There was a traditional code that was followed during the Soviet period, it was name the Thieves Code. Russian organized crime grew out of the Soviet system, which was the more governmental structure which some high officials gain benefits with personal relationships with the thieves.

Many of the owners found themselves being protected by a group and they were told to pay as a tribute. It was easy to see a merge of legal and illegal businesses that many of the business owners had to face with. At the time, many of the crime groups were expanding and many of the businessmen found themselves committing crimes or forced to do so. Bribing was a crime that was highly used in new business, renting, loans in these organized crime groups. There were other forms of crime in these organizations making profit such as prostitution. Gilinskiy stated “after the collapse of the Soviet Union a new type of criminal activity became available to criminal organizations: human trafficking, especially for sexual exploitation.” Over time there were different standards and demands that were needed.
