A government wide policy on diversity is not an easy policy to develop, it varies from cities to city and is difficult to implement within agencies. However, seeing as the mayor has asked for a government-wide policy on diversity certain topics must be met such as defining what diversity, why diversity is important, how human resources plays a part, and how an individual has the right to privacy. In addition to these, The Notification and Federal Employee Anti-discrimination and Retaliation Act of 2002, adds to the idea that one cannot discriminated against based on race, sex, age or gender. Finally a brief overview of why those who are opposed to the idea of having a policy for diversity and why they think it benefits not having a diversity policy. The city I have chosen to focus on is San Bernardino, as I have lived here for many years and I know how diverse certain areas can be. Role of Diversity Diversity has become an increasing important topic amongst government employees. According to Kettl “A more diverse government workforce can also help to preserve core public service values such as fairness, transparency, impartiality and representativeness (Kettl, 2015). Diversity is an important part of any organization as it grips the recognition that government is not merely about delivering services but also promotes and defines value (Kettl, 2015). In addition to that when you have an city like San Bernardino where a population consisting of; according to the US Census Bureau, 9 percent African American alone, 7 percent Asian alone, 51 percent Hispanic alone, 31 percent white alone, meaning that the person affiliates with one race, having a workforce that mirrors a populations demographic is more likely to be accountable for the citizens. There are Federal statutes that protect employees from being discriminated against based on race, gender, age, sex, religion, or physical and mental impairments. For example, The Notification and Federal Employee Anti-discrimination and Retaliation Act of 2002 came about by taking agencies best practices, in regards to taking disciplinary action for employees conduct consistent with “Anti-discrimination Laws” and “Whistleblower Protection Laws.” According to the United States office of Personnel Management, "The United States and its citizens are best served when the Federal workplace is free of discrimination and retaliation." In order to maintain a productive workforce, as well as maintain a fully engaged workforce, the rights of employees, former employees and applicants for Federal employment must be well protected and those who violate these rights must be held accountable (U.S. Office of Personnel Management). This creates an issue if employers should employ solely on the idea that the workforce should be diversified or if it should be on the idea the government can hire based on qualification and diversity. As of now the government workforce is unbalanced, based on sex, the female population in the workforce had been substantially less than the male workforce, however with the baby boomers retiring the government hopes to employ more female workers and diversify the workforce in that aspect. The workforce can attract a well diverse group of people based on pay, promotion opportunities as well as other benefits the workforce may offer. Recruitment to the growing workforce has become more successful amongst college seniors and those who have recently graduated, when the companies seem to be engaged, and offer exciting programs, that promise high value for society. In addition to recruitment, comes compensation, when there are clear distinctions in pay amongst employs that have the same the employee can take it as discrimination. The distinction in pay should only be relevant based on job description and level of performance. When building a quality workforce equality calls for similar treatment for people in similar situations. Social Equality Equality between the public and private employees are far greater than just pay. Now employees have the right to bargain collectively through the use of labor unions.
