1.DISTRICT COLLECTOR(SHRI RAJ KUMAR YADAV,IAS): District collector is an IAS(Indian Administrative Service) officer who has a myriad of responsibilities under his jurisdiction(district in charge).His main functions include:
Etymologically, the name collector stems from the traditional role of a district “collector” whose primary responsibility is to assess and collect revenue in his/her area of jurisdiction.
Also the district collector is responsible for the maintenance of law and order in his/her district though the actual administration of the police is carried out by S.P. who works under the order and supervision of the district collector.Thus the collector is on the vigil for any disturbances occurring in his district which

Since the advent of Panchayati Raj system, the district collector exercises an important role of the Chief Executive Officer of the Zilla Parishad.He thus looks after the functioning of the panchayati raj in his district.
During natural calamities or situations of emergency, the district collector has to respond accordingly by assessing the situation immediately and requesting for aid.
Apart from the above mentioned responsibilities, the collector is also the Chief Returning Officer and thus coordinates the entire election procedure in his district.He also functions as the District Census Officer.

To sum up, it is wise to conclude that the district collector is the head of district administration and all other government officials under any of the departments look upto him for support and guidance. 2.ADDITIONAL DISTRICT COLLECTOR(SHRI SUBHASH DAS RAI):

Magisterial functions S.D.M. exercises powers of District Collectors in their particular subdivision.These powers are exercised by S.D.M and are very much analogous to that of a District Collector in his district.

Disaster Management He has the primary responsibility for providing relief in case of a natural calamity.He also conducts various awareness programs on disaster preparedness.
4.DEPUTY DIRECTOR(SHRI CHUMBI BHUTIA)

Deputy Director of a district has a roles and responsibilities pertaining to the department of which he is a director of.In case of the South Sikkim district, the Deputy Director if of the department of Land Revenue and Disaster Management. Thus his functions are limited to land acquisition and mutation of land.He works in a purely administrative capacity on these matters.Also compensation of land and issues related to Income certificate, property certificate are handled by him.Hence he plays a pivotal role in smooth functions of the government.
