The Purpose Of The Villain Alliance

Back in the year 1990, a group a villains called the Villain Alliance had created a plan to destroy the United States. They would dump radioactive chemicals into the water supply of every state and release a poisonous gas into the air. However, word about this plan had leaked onto the Internet and heroes all around the U.S. gathered to put a stop to the evil plan. The heroes succeeded in saving the United States, but what they weren't aware of was the true motive of the Villain Alliance. Their motive was to create the evilest villain of all time and though the U.S., as a whole, suffered no damage, a being strong enough to destroy the world had been created.
The radioactive chemicals had been a decoy to prevent the heroes from finding out
