The purpose and the intent for this act is decrease crime and reduce recidivism. It also plans on increasing the threshold on certain misdemeanors and felonies. There is another act in place in California that has a completely different reform to fit its states purposes. However, in July of 2015, former President Bill Clinton spoke about this bill during a Criminal Justice Reform discussion. President Clinton said, “…Because I signed a bill that made the problem worse and I want to admit it… The good news is, we had the biggest drop in crime in history, the bad news is we had a lot people who were locked up, who were minor actors, for way too long” (msnbc.com). President Clinton went on to speak about smarting sentencing still being key for a successful Criminal Justice Reform movement, however, the reality is urban communities and people of color are still weary of police and the trust has been broken. How do I begin to explain the world today? It’s funny, when I consider how advanced American society is, yet at the same time fail to recognize some of our real problems. For example, in the past 15 years, we’ve experienced a rise in the number of mass shootings and gun violence in the United States. From the murders at Fort Hood in 2009, to the tragic murders of 20 school aged children and six adults at Sandy Hook….in the period from 2007-2013, the FBI has documented 16.4 incidents per year. When I ask why this has happened, my first response is we need more gun laws, a unilateral ban on firearms across the United States.…

In my opinion we need to be promoting healthy living skills, we need to give offenders support and education. How does this tie into proposition 47? It would give these offenders an opportunity to succeed by allowing them to have a misdemeanor offense versus a felony offense. The difference is astronomical in terms of rehabilitation; a chance of resentencing can change…

Unfortunately, the legislation did not focus on the crucial issue of prevention and we know that punishment does not prevent crime. There are no federal programs currently providing funding for addressing discrimination, bias, bullying and violence against LGBT people (or any other minority groups for that matter). The HSAS have five, color coded, divergent levels of risks for terrorist attacks against the United States. These colors consist of red, which stands for a severe risk; orange, which stands for a high risk; yellow, which stands for a significant risk; blue, which stands a general risk; and finally, green, which stands for a low risk of terrorists attacking (Gaines & Kappeler, 2012, p. 16). American culture centers on the criminalization of domestic violence (Abraham 2012; Goldfarb 2011). Though legal systems have been in place to combat domestic violence since approximately 1641, notable reform and legal success began with the Violence Against Women Act of 1994 (Goldfarb 2011).
