The value-based purchasing (VBP) was introduced in the system to increase competition between plans and to increase healthcare quality. The aim is to provide quality care with lower cost. Value-based payments is one side of the value-based purchasing used to achieve efficiency by consolidating “the purchasing power of payers and health plan sponsors and obtain discounts from physician, hospitals and ancillary care providers”( Joshi, Ransom, Nash, & Ransom, 2014, p.526). The other side of the coin is standardized measurement of quality care with the aim to improve quality care by using incentive. The advantage to reduce readmission is dual. First, it reduces spending which helps in saving and improve quality care. The Institute of Medicine (IOM) six aims of quality can be used to reduce readmission by carefully evaluating the reason for the patient readmission. First, evaluate the admission rate and which type of patients are readmitted the most. For example, if the number of patients with knee surgery readmission less than 30 days are very high, then leaders need to investigate the root problem of it. In doing so, the organization would be able to prioritized and work to improve the situation by developing a strategic plan using the PDSA.
