The value-based purchasing (VBP) was introduced in the system to increase competition between plans and to increase healthcare quality. The aim is to provide quality care with lower cost. Value-based payments is one side of the value-based purchasing used to achieve efficiency by consolidating “the purchasing power of payers and health plan sponsors and obtain discounts from physician, hospitals and ancillary care providers”( Joshi, Ransom, Nash, & Ransom, 2014, p.526).
