granted only to certain qualified people. Once the government granted someone
citizenship they would then have a short list of citizen rights as well as only placing
minimal demands on citizens.
Liberals were the first political ideology to realize the importance of free markets for
structuring communities. If a group does not have any structure then it will completely
fall apart. John Locke laid the groundwork for liberals to endorse free markets and
capitalism by the claim that people have property rights. Since liberals believed that
individuals are the rightful owners of their own labor and goods then they have the rights
to them. The basic structures of free markets play a role in private property and the
division of labor in manufacturing goods and the process of supply and demand. A free
market also creates economic activity and the production of material goods that people
want to buy. Liberals also stress capitalism and limited representative government
