Two of them are country focused: national values theory “considers whether the admission of migrants promotes the fundamental values of the country as a whole” and domestic interest theory “examines whether and to what degree allowing migrants into the United States will benefit the country as a whole.” The other two theories are non-country-focused, according to the authors: individual rights theory which “focuses on the rights of the prospective migrant and the migrant’s right of entry into the United States” and global welfare theory “considers the welfare of humanity as a whole, and thus views the United States as one member of an interconnected global community, such that immigration decisions at the U.S. level affect the political, social, and economic makeup of the global community.” All four of these theories are helpful in determining how the United States responds to the Syrian Refugee Crisis. Overall, the refugee admission policy is a quota system that is created for each year based on the current conflicts and the level of need for each. There is a ceiling for the total amount of refugees from around the world that are allowed admission to the United States. It is then broken down in to regions where there is a target number for each and what is left unallocated for refugees form any region. For the fiscal year of 2016, there was a ceiling of 85,000 refugees, with a target 10,000 Syrians, but as of late September, there has been approximately 12,500 refugees admitted. Like all refugees, Syrian refugees must go through an extensive screening process through an array of intelligence, security, and law enforcement agencies, however, Syrian refugees go through additional security screenings.
