Gans has identified a number of social, economic, and political functions that the poor perform for society.
Just like in the other countries, Azerbaijan has poverty. In case of our republic, poverty is defined a bit differently than in the European countries. Those differences arise from the fact, that poor population of our country in comparison with the international poor community has better living standards, due to the fact, that European poor people have no home at all, whereas Azerbaijani poor population is living in houses, has somewhat something to eat, but do not possess as much privileges as Azeri high-class people.
Most part of poor population of Azerbaijan is living in the rural areas. These people have only one method of surviving which is the sales of their farm production. City population, which is considered low-class, is mostly living on pensions or has a salary of 300-400 AZN. People with that kind of salary and living standards are considered poor in our country. They get picked on by their peers, their life is continuing in unhappiness, they are always negative, because they feel some kind of discrimination towards them, due to their poor conditions. From sociological point of view, poor people suffer form mental problems during their whole lifetime. Those problems influence their attitude towards the society, not ordinary behavior and sometimes even on-the-edge actions.
Poverty, especially in Azerbaijan, causes the rise of criminal activity and hatred towards each other. According to Azerbaijan LSA, the rate of criminal during last 10 years has risen because of poor conditions. The rise of criminality also influences the sociological state. People in this kind of situation, having some problems of sociological type, are even ready to kill other people, steal from others. In order to solve this sociological problem – poverty – government has to satisfy people and their needs, create opportunities for these poor people, and help them to solve their psychological
