The Second Amendment states “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed”. The District of Columbia v. Heller ruled that it is an individual’s right to possess a gun for lawful use such as self protection in their home. The National Firearms Act of 1934 mandated that all people who engaged in the business of selling weapons and people who owned weapons such as machine guns, short-barreled shotguns, and silencers register with the Collector of Internal Revenue and pay taxes for the firearm transfer. The misuse of these guns accounts for more than 30,000 deaths each year in the United States. An assault weapon is a semiautomatic gun with some features of a military firearm. In 1994 Congress put a ban on new assault weapons. Congress allowed the ban to sunset in 2004 but states adopted their own bans on the assault weapons. The main argument for owning a firearm is for self protection. There is a popular argument that “guns don’t kill people, people kill people”. This suggests that if people had no guns they would still find other ways of killing each other. However, without a gum the capacity to kill may be greatly diminished. Another saying goes “ Guns don’t kill people, they just make it real easy”. A mass shooting is defined as when four or more people are shot and killed at the same general time and location. In most cases, incidents of targeted violence at school were rarely impulsive acts. Before most incidents other people are aware of the attacker’s plans. Most attackers had difficulty coping with significant losses or personal failures. Many even considered or attempted suicide. Many attackers felt bullied, persecuted, or judged prior to the attack.
