Working for a lower level upwards allows for more progression and increased efficacy of resolving a problem. As every place differs from another the idea of using cap and trade within the bottom up approach allows for the bigger more energy efficient companies to trade their carbon cap trade to other business. When looking at the top down approach we can connect that to the Kyoto Protocol. The Kyoto protocol is a treaty signed internationally in 1992 at the United Nations Framework Convention on Climate Change that commits the signee reduce greenhouse gases that are causing global warming. The protocol was developed as to work from the top downwards in a fashion that every country that signs must limit their production of carbon emissions. Leaving new loop holes as time progressed and with new technologies became more irrelevant and easier to move around. The prisoner’s dilemma can be seen throughout this protocol as countries blame other countries to get themselves without punishment. It should be seen that with the bottom-up approach we are able to help more when we apply these policies to smaller communities and states. Giving the responsibilities to a smaller population is able to be controlled easier and allows for adaptation to resume. This approach of working from a smaller community upwards allows for a lower level of decision making that allows for the adaptation of newer technologies to be used. While the top down approach was successful in earlier years the adaptation to new technologies makes it harder to stay within the policy. It is seen as possible and can be an easier way to obtain controlled global climate change as we work in smaller
