Congress went as far as even creating The Dickey-Wicker Amendment of 1996, which furthermore, “prohibited the creation of a human embryo to be destroyed, discarded or knowingly subjected to risk of injury or death,” (Timeline). Yet in August of 2000, the National Institutes of Health compiled its final guidelines for funding human embryonic stem cell research, explicating writing to, “promise new treatment and possible cure for debilitating diseases and injuries,” (NIH News). The establishment of these rules have caused for embryonic stem cell research to remain an issue under the federal level. Such as how California and New Jersey allocates funding for the project in 2005 but how reports distinguish that only a certain amount of trials under federal funding were ethical under Bush’s administration.
