Tudon (personal communication, September 16, 2015) stated that the primary purpose of training and development was, "To accommodate teachers as learners and provide opportunities to improve in their classroom practice, curriculum understanding, delivery of instruction and data interpretation." Sarah 's perspectives align appropriately with Noe 's (2013) description of human resource which, "...refers to the policies, practices, and systems that influence employee 's behavior, attitudes, and performance" (p. 6). In my experience working with Sarah I have noticed that most of the training and development initiatives she has directed data-driven and have isolated instructional areas in need of improvement. Veronica 's response was similar to Sarah 's views but placed more emphasis on centering trainings on instructional strategy development saying, "Professional development must help teachers develop skills that will support the implementation of new instructional strategies adopted by the district" (V. Both agreed that effective trainers must be knowledgeable in the content or topic presented, have effective delivery skills, be flexible and adaptable to the presentation setting, having the ability to improvise as needed to make the training relevant and successful (S.
