Recognizing the problem is the first step to the policy making process. During this step a general issue of concern is brought to the government all from different aspects that include “unsafe workplaces, natural disaster, crime, pollution, or the cost of medical care” (ushistory.org, 2016). The second step is agenda setting where the government is prioritizing problems that need to be addressed. During this stage sections of the government might be under pressure to take actions from other sections of the government or from interest groups, political parties, the media, changes in presidents, or when the majority party in congress changes (ushistory.org, 2016). The third step in the policy making process is formulating the policy which can be consider one of the most important steps because “several conflicting plans from various political interests take shape” (ushistory.org, 2016). I believe this is good when this happens because different groups will bring up valid points that other groups didn’t consider which in result gives the policy a change to cover all aspects. The reform is encompassing all aspects of the prison to include sentencing lengths and several states doing away with the death penalty. The issue start back in 2014 with America having the highest incarceration rate in the world. One of the main reasons why several states are having to look at is the prison budgets, they don’t have to money to house as many inmates. Since this has been happing there has been several policy changes in the prison system. I would say that most of the policies that deal with prison systems are in the last stage of the policy making process known as evaluating the polices and assessing there effeteness.
