Public policy is arguably the most important part of American national security, because the intent to protect the nation cannot be carried out without the right strategies being enacted, codified into law and then implemented. A president whose political party has the majority in the senate still has to get a favorable public opinion if he wishes to stay in power. The president has powers to create national security polices in times of crisis, but the congress has the ability to influence long term national security policies through constitutional authority. The executive and the legislative arms of government cannot singlehandedly make policies by themselves so there is a delegation to experts who know more about the different fields that created policies would affect. These experts have the ability to make decisions that can result in strong national security policies for the nation, but experts are wont to support the beliefs of their affiliate agencies. The defense secretary will suggest policies to favor military action while the CIA director will support policies to favor clandestine operations. The president and the congress also have their loyalists and donors to pacify. In all, the creation of public policies, especially one that involves the national security of a nation is difficult and most times are started but debated until there is a crisis that requires immediate action, and then, these
