Wiesel wishes to convey that indifference is dangerous. For example, Wiesel states that to ignore a victim is a just as dangerous as being the murderer themselves. In lines 57-61, Wiesel expresses that to ignore a victim is to make it seem that the fact that they are struggling to survive and the fact that they are in a fatal condition is of absolutely no value, which only makes their situation worse. Since the victim is being hurt more, the villain is the only one who is being supported.
