One operational variable important within the operational environment is economy. FM 1-01 defines economy as, “an economic system encompassed individual behaviors and aggregate phenomena related to the production, distribution, and consumption of resources.” Economic variables deals with GDP, per capita income, military expenditures, exchange rates, trade partners, exports and imports, and unemployment rates. FM 1-01 defines physical environment as, “the physical circumstances and conditions that influence the conduct of operations throughout the domains of air, land, sea, and space. The defining factors of the land domain are complex terrain, including urban settings, weather, topography, hydrology, and environmental conditions.” This variable is a variable I think sets the stage for some of the others. If the physical environment is not conducive, then the economy is not stable and the infrastructure for the region would harder to provide the facilities to sustain the region. The military cannot conduct operations if the physical environment will not let them maneuver as well. As with the other variables, it takes studying the terrain and prior planning to mitigate the issues with the environment. It is important for this variable to provide essential services as well for that particular region. The PE could hinder providing essential services to outlying regions because of the physical makeup and accessibility to do it. Not having those essential services could lead to a lower standard of living, poverty issues, and can increase criminal activity and smuggling. People are resourceful and will find a way to survive in unfavorable
