Better teachers are 3 times more productive than other teachers so their students learn more in a year than other teachers. He says having a good teacher 3 to 4 times in a row would bring substantial achievement gains for students in disadvantaged areas. In order, to have these substantial achievement gains, he suggests that a teacher should have an undergraduate degree in the area that he or she will teach as well as come from the top 25% of their graduating class. According to Hanushek, Piopiunik, & Wiederhold (2014), the top-performing systems we studied recruit their teachers from the top third of each cohort graduate from their school system thus having ans effect on teacher cognitive skills. Hanushek states from EconTalk that constant policy changes, bureaucratic nonsense as well as the incentive structure which is distorted in both public and private schools but more so in public schools. He states that the best way to improve the educational system is to stop focusing on the teachers and administrators. The educational focus should be more aimed at learning how students learn and the why they learn. Focus should be on training and educating teachers and principals should on how to manage the learning process of students.
